2010 Affiliation Guidelines
(Updated 4/2010)
Neptune Soccer Classicis an affiliated tournament that is sanctioned by the United States Soccer Federation (USSF) and the United States Adult Soccer Association (USASA) via the local state association, the Metropolitan D.C.-Virginia Soccer Association (MDCVSA). All tournament players must be registered in a league which is affiliated with United States Soccer Federation, or a foreign federation recognized by USSF. See below for affiliation/eligibility categories.
Player Injuries During a Match
Team Captains - please read all of the information below.
One of the benefits of being an affiliated player is the secondary player medical insurance that is offered through the USASA. To receive the benefits of the secondary player medical insurance, you must properly complete an insurance claim form, sign it, get it signed by your league representative, then submit the completed, original, signed form to the MDCVSA Registrar. All medical insurance claims must be filed through the MDCVSA. Your team captain, coach, or league representative cannot approve an insurance claim, although those persons may be required to sign the claim or provide information in support of the claim. Any injured player should be sure to obtain a copy from the tournament Trainer, signed by a Neptune Soccer Tournament Committee Member as confirmation that the injury was sustained during the Neptune Soccer Classic. Include this with the claim submission to the MDCVSA Registrar. Team Captains - please refer any player who gets injured during a match and wishes to file an insurance claim to the following link on the Metropolitan DC-Virginia Soccer Association web site: http://www.mdcvsa.org and click on “how to file an insurance claim form”.
Team Eligibility Categories
Tournament teams must fit into one of the following Eligibility Categories. All teams must present current player passes at tournament registration.
- Category A: In-State Affiliated Teams.
Your team consists of affiliated players from MDCVSA member leagues and teams. You may register up to seven guest players who were not formerly registered with MDCVSA or another US Soccer entity. Registration of guest players should be done directly through MDCVSA, and will cost $25.00 per player. For teams from Northern Virginia, dates will be available for registering guest players (see Guest Player Passes section below for time and location). Appointments are required. Teams from outside Northern Virginia area should contact Marti Bevan before July 20 at neptuneclassic@aol.com.
- Category B: Out-of-State Affiliated Teams.
Teams already affiliated with an existing USASA state association (or other US Soccer entity) are permitted to play in the tournament. Your state association must provide the Neptune Soccer Classic with an approved roster that includes the names and birth dates of your players (note: this correspondence must come directly from your state association). All players should be registered through your state association and included on the official roster. (International teams are also permitted, as long as you submit a Travel Permit and roster from your national soccer association.)
- Category C: Out-of-State Unaffiliated Teams
Unaffiliated teams that come from geographic areas outside the MDCVSA must contact their home State Association to inquire about affiliation status. You may obtain contact information for your state association by visiting www.usasa.com or www.ussoccer.com. Contact NSC if you have additional questions at neptuneclassic@aol.com.
Submission of Preliminary Rosters
In-State Teams
All MDCVSA teams must submit a Preliminary Roster to MDCVSA by July 20, 2010 via email. To download blank roster forms, click here.
In your cover e-mail, include your name, phone number, team name, home league, tournament division, and Eligibility Category. Email the form to NSCcheckroster@aol.com. Within three business days of your submission, you will receive a reply e-mail confirming those players who are registered with the MDCVSA. Any discrepancies (such as players missing on the MDCVSA database) will be noted.
If you have unexpected roster changes after July 20th, you may submit ONE revised roster to NSCcheckroster@aol.com which must be received by noon August 4, 2010.
_____________________________________________________________
After August 4th, up to 4 players may be added to your roster at registration. However, teams with little or no roster changes will be sent through the express line, so it is in your best interest to have your roster up-to-date and verified prior to registration.
Out of State teams
Out of State teams should have their state registrar submit an approved roster that includes the names and birth dates of your players to NSC no later than July 20, 2010. Your state registrar may submit to NSCcheckroster@aol.com or mail to: Neptune Soccer Classic, 1101 Farrcroft Way, Virginia Beach, VA 23455. Plan to bring a copy of your approved roster submitted by your state association to registration.
Player Passes and Renewal Stickers
All tournament players must have current USASA Player Passes. Passes will be checked against MDCVSA/State verified rosters at registration. Passes will also be inspected to ensure they are current. Season Dates marked on the passes should be from September 1, 2009 to August 31, 2010. Please check passes for these dates prior to tournament registration.
Captains must acquire Player Passes in advance from their home leagues. All affiliated MDCVSA leagues must provide Player Passes to their member teams and players upon request. If your league refuses to provide Player Passes, let the MDCVSA know immediately by sending an e-mail to NSCcheckroster@aol.com - this is a serious matter and uncooperative leagues are subject to fine and suspension. Leagues are not obligated to provide passes for guest players. Guest players not currently registered in an affiliated league should become affiliated directly through MDCVSA.
